Cover Story: Carbon Neutrality
According to relevant statistics by 2020, the proportion of fossil energy in my country is still around 75%-
80%. To achieve carbon neutrality, the energy structure needs to be substantially adjusted and optimized.
But the energy transition is not a simple substitution of one kind of energy by another. It involves society,
economy, science and technology, law and other fields. These factors will interact and influence each other,
which further increase the complexity.
China’s social and economic is still in a developing stage, which determines that carbon neutrality will also
have to make arduous efforts on the same stage.

stitutions have a hard time, and there are problems such as meager profits, business risk, and difficult em-
ployment.

Drunk driving
It has been ten years since the dangerous driving crime added to the Criminal Law Amendment (VIII) was
implemented on May 1st 2011, which is commonly known as the “Drunk-Driving Penalty”. A person in
charge of the Traffic Management Bureau of the Ministry of Public Security said that since the “drunk driv-
ing penalty” was imposed in 2011, more and more people have become conscious of refusing to drive after
drinking. By 2020, the proportion of drunk driving per 100 vehicles has been reduced by more than 70%
compared with that before the “drunk driving penalty”.
